Our Water Quality Program is looking to hire a General Permit Coordinator in our General Permits Unit at our Headquarters building in Lacey, WA

This position develops, coordinates, and facilitates planning processes for the development of the program's approximate 23 general permits and regulations by assuring timely document development and review through public notice, stakeholder groups and internal review.

We are looking for a candidate that possesses strong organizational, communications, and customer service (internal and external) skills in order to assist permit writers in maintaining their permit schedules and complying with public process requirements.

The mission of the Water Quality Program is to protect and restore Washington's waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.


What does the General Permit Coordinator do?

This position is responsible for coordinating and facilitating the development of water quality general permits and rules, and supporting the unit's permit writers by assisting with the public process and scheduling requirements around permit development and reissuance. This includes:

  • Developing plans including timelines, tasks, and schedules for permit and rule writers from inception through issuance and completion for each permit.

  • Developing and maintaining a program or system to track general permit issuance, and recommending schedule changes based on workload and public involvement considerations.

  • Coordinating the preparation of plans, reports, administrative regulations, letters, and notices for rule adoption and the permit issuance process.

  • Reviewing, formatting, and editing draft permit and rule documents, and ensuring regulatory standards are followed.

  • Coordinating public involvement and outreach for general permits and rules, including organizing public meetings, workshops, and advisory groups.

  • Leading the General Permit Writer's Workgroup, including managing the workgroup's SharePoint site, debriefing the management sponsor on workgroup activities, and managing tool and process development.

What kinds of problems does this position solve?

  • Resolving Scheduling Conflicts.

  • Developing best practices for permit reissuance.

  • Assisting permit writers with preparing for public events and announcements for permit reissuance.

  • Serving as the SEPA lead for the Construction Stormwater General Permit and issuing threshold determinations.

Culture of the Team

We have a group of professional permit writers, rule writers, and engineers that this position supports. In addition this position leads the general permit writers workgroup which develops guidance and best practices for permit writing and the public process around permit issuance.

There is a potential that this position may require overnight travel, public speaking, and dealing with tough questions from stakeholders. These are expected to be a very small part of this job. This position involves being a part of a team that enforces water quality regulations on businesses, public entities and private individuals.

Required Qualifications:

A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND one year of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. 
One year of experience as an Environmental Planner 1 at Ecology, provided a degree as described above has been obtained. 
Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development will substitute for the Master's degree provided a Bachelor's degree in a field listed above or a natural science has been achieved.


Desired Qualifications:

  • Experience and demonstrated capability working with technical writers and the public. 

  • Experience managing multiple complex schedules simultaneously.

  • Experience leading or facilitating workgroups.
