Job description

The Water Resources (WR) program is currently looking to fill a Staff Permit Writer (Environmental Specialist 3) (In-Training) position, located in Union Gap, WA.

The Staff Permit Writer position performs the following tasks: Reviews water right applications for accuracy and completeness; drafts water right permit decision documents for new applications and change applications; provides assistance to water right applicants and the general public requesting information about water rights; reviews and advises management on certified water right examiner reports; reviews and advises management on county water conservancy board decisions; reviews and comments on SEPA documents; evaluates and processes applications related to Trust water.

Program Mission: The mission of the Water Resources (WR) program is to manage water resources to meet the current and future needs of the natural environment and Washington's communities.

Some of the key work activities of the Staff Permit Writer at the Environmental Specialist 3 level are:

  • Investigates and writes water rights permit decisions; performs field investigations. 

  • After an application has been accepted reviews water rights applications for accuracy and completeness and prepares the public notice, creates field maps and evaluates aerial photographs; gathers additional information from various parties including Tribes, WDFW, Department of Health, consultants, conservation district and other water right holders. 

  • Writes clear, concise Reports of Examination (ROEs) that exhibit a high level of understanding of water law and the details of the application. 

  • Conducts field inspections and collects necessary information and field data for preparation of reports.

  • Provides assistance to water rights applicants and the general public requesting information about water rights. 

  • Provides technical assistance on water rights laws, rules, policies, application review and decision making processes. 

  • Will communicate with water rights holders and water rights applicants in writing, over the telephone, and in person to gather necessary information and provide options and explain Washington water law.

  • Reviews county water conservancy board decisions for technical accuracy and compliance with regulatory requirements. Provides technical assistance to these boards. Advises management and prepares Ecology's final decision for acceptance, reversal, or modification.

  • Reviews proofs of examination submitted by Certified Water Rights Examiners for technical accuracy and compliance requirements and makes decisions regarding the technical and legal accuracy while meeting the deadlines required in RCW 90.03.665. After determining the appropriation has been perfected in accordance with the provisions of chapter 90.03 RCW, advises management and prepares Ecology's final decision.


 
This position accomplishes......
Multiple duties all geared towards providing the public with certainty over their water rights – application processing, customer service, creating superseding water rights documents, reviewing the work of consultants, and processing some trust water conveyances.

This position solves......
All kinds of problems related to water rights. One of the key qualities we are looking for in applicants is their ability to problem-solve. Some examples center on water right compliance issues, questions on the validity and extent of water rights, and a wide variety of questions posed by the public.

This is a very dynamic field involving laws over 100 years old to present day case law, managed with modern-day technology, concerning a vital natural resource. There is huge potential to develop one's career in gaining a robust knowledge of water rights, water law, water management, hydrogeology, and GIS, as well as working internally with many experts in the field and externally with several other agencies.

Qualifications



The goal class for this position is an Environmental Specialist 3 (ES3). We will consider applicants who meet the requirements for the Environmental Specialist 2 and 3 levels. If the finalist meets the requirements for the (ES2) level then they will be hired in at that level and will be placed into a training program to become a (ES3) within a specified period of time.
 
Required Qualifications:

At the Environmental Specialist 3 Level: Pay Range 49 ($3522 - $4623) Monthly

A Bachelor's degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two (2) years of professional level experience in environmental analysis or control or environmental planning.

Additional qualifying experience will substitute, year-for-year, for education.   

A Master's degree in one of the above fields will substitute for one (1) year of the required experience.

OR

A Ph.D. in one of the above fields.

OR

One (1) year of experience as an Environmental Specialist 2.
 

At the Environmental Specialist 2 Level: Pay Range 45 ($3203 - $4191) Monthly

A Bachelor's degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND one (1) year of professional level experience in environmental analysis or control or environmental planning.

Additional qualifying experience will substitute, year-for-year, for education. 
 
A Master's degree in one of the above fields will substitute for one (1) year of the required experience.

OR

One (1) year of experience as an Environmental Specialist 1.
 
 
Special Requirements / Conditions of Employment:

Must possess a valid driver's license.
