The Information Technology Services Office (ITSO) is currently looking to fill an ITSO Project Manager (IT Project Management-Journey) position. This position will be located in our Headquarters Building in Lacey, WA.

The ITSO Project Manager position's main purpose is to independently provide project management for medium to large sized, complex agency-wide IT projects or to assist senior ITSO project managers in managing large, highly complex enterprise projects which include multiple work streams. The systems include: Environmental systems with specialized scientific data, Financial systems, Human Resources systems, Commercial Off the Shelf (COTS) systems, and Generalized information management systems. Some of the systems may also manage agency workflows to "run the business." The systems are relied upon by Ecology staff, Ecology management, partner-agencies, legislators, and the public.

Program Mission: The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology.  The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology's mission.

Section Mission: The ITSO Enterprise Portfolio Management & Architecture Section provides expert-level consulting and leadership in the areas of enterprise portfolio and project management, and IT architectural services.

The ITSO Project Manager position is responsible for:

  • Independently directs complex, medium to large-scale IT projects.

  • Develops IT project plans and charters, sets and manages project schedule, manages product backlog, develops and implements communication strategy and plan, and other project management artifacts.

  • Analyzes project risks, develops risk mitigation strategies and maintains the project's risk register.

  • Collaborates with the project's Executive Sponsor and Business Team.

  • Organizes and collaborates with Agile project teams to prioritize work via development of a Sprint Plan and facilitates development of a product backlog.

  • Uses Business Process Reengineering methods and Change Management strategies.

  • Develops change management plans that include consideration of the human elements.

  • Coordinates the work of project team members and manages project team through regularly scheduled meetings.

  • Facilitates Sprint Review and Sprint Retrospective meetings.

  • Participates in the development of the business case, cost/benefit analysis and feasibility of proposed IT software development and/or infrastructure projects.

  • Organizes and facilitate the project team meetings.

  • Develops procurement documents, statements of work documents.

  • Evaluates vendor responses and assists in vendor selection process.

  • Monitors project status by comparing project progress to the project plan.

  • Reports directly to management (Executive Sponsor, Section Manager and Steering Committee) by preparing briefing papers and giving presentations.

  • Independently facilitates requirements gathering meetings and workshops.

  • Determines needs, and solves problems independently to facilitate collection of business requirements.

  • Independently analyzes and develops requirements for complex, medium to large-scale, enterprise information systems and infrastructure projects to include cost-benefit analysis; documents information systems requirements to include user acceptance criteria via detailed user stories and/or use cases.

  • Consults with managers, staff and external partners to analyze technology needs and problems; analyzes and resolves highly complex problems involving multiple system integration issues.

  • Develops business cases and recommends solutions so that management has the information needed to make sound decisions.

  • Identifies opportunities for improving business processes through information systems and/or non-system driver changes; assists in the preparation of proposals to develop new systems or to facilitate operational change.

  • Identifies the needs of stakeholder groups by applying Business Process Modeling (BPM) techniques to develop as-is and to-be process models.

  • Defines key performance indicators (KPI) or other measures to assess the solution's performance and effectiveness.

Required Qualifications:

An Associate's degree or higher in Computer Science or Information Technology OR completion of a two year accredited vocational training program in information technology or related program 
Two (2) years recent journey to senior level professional experience in project management.

Four (4) years recent journey to senior-level professional experience in IT project management.  Experience includes but not limited to business analysis, user interface design, system testing, and all facets of IT project management for medium to large-scale IT projects.

One (1) year of recent journey to senior level professional experience in project management, provided a Bachelor's degree in Computer Science, Information Technology, Business Administration or related program, has been achieved.

Desired Qualifications:

  • A Master's degree in Computer Science, Information Technology, Business Administration or related program.

  • Four years of project management experience on projects that cross program or agency boundaries.

  • Agile Project Management certification such as the Project Management Institute ACP or Scrum Master Certification.

  • Organizational Change Management (OCM) Prosci Certification.

  • Certification as a Project Management Professional (PMP) through the Project Management Institute (PMI), or a university or college.
