The Shorelands and Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a Floodplain Grant and Management Specialist (Environmental Planner 3) position. This position will work out of our Central Regional Office (CRO) in Union Gap, WA.

The Floodplain Grant and Management Specialist position serves as a floodplain management specialist for the Department of Ecology's Central Regional Office with responsibility for community assistance activities with local governments enrolled in the National Flood Insurance Program and for technical assistance and state support for communities developing or implementing Comprehensive Flood Hazard Management Plans pursuant to FCAAP.  The position is responsible for promoting, planning, managing, and assessing the performance of Floodplains by Design (FbD) projects. The position also manages the FbD grants to local sponsors for multi-benefit flood projects in the region.

The mission of the Shorelands and Environmental Assistance (SEA) Program is to support community conservation efforts for our shorelands, wetlands, and floodplains.

Some of the key work activities of the Floodplain Grant and Management Specialist position are:


  • Acts as state National Flood Insurance Program coordinating officer in CRO. 

  • Provides assistance to local governments in developing and implementing innovative and preventative approaches to floodplain management leading to a reduction of flood hazards and enhancement of natural resources. 

  • Conducts field assessments of community floodplain management programs and ordinances to ensure compliance with state and federal requirements pursuant to RCW 86.16 and the NFIP regulations. 

  • Conducts flood hazard reduction education activities through use of newsletters, the Ecology Flood Internet site, workshops, and other activities. 

  • Assists FEMA during Federal Disaster Declarations.

  • Acts as Ecology lead in coordinating flood hazard reduction planning through liaison with principle planning and resource management personnel in other Ecology programs or with state and federal resource agencies. 

  • Serves as project manager for FCAAP comprehensive planning and implementing grants to local governments in coordination with Ecology stormwater and watershed planning activities and state salmon strategy. 

  • Leads Ecology's technical assistance effort to local officials in developing scopes of work and content of local and regional comprehensive flood hazard reduction plans and implementing activities. 

  • Reviews local plans and recommends Ecology approval or revisions to meet Ecology standards.

  • Represents Ecology on panels, working groups, task forces, advisory and technical committees. 

  • Representation is related to both NFIP and FCAAP activities, but is also related to other floodplain management and related work in general, such as licensing of dams, disaster mitigation strategy work groups, formulation of educational programs, etc.  This includes extensive coordination work with other state and federal agencies.

  • Coordinates work on floodplain mapping with local governments. 

  • Responsibilities include establishing mapping priorities in the CRO, explaining the FEMA map revision and restudy processes and answering community questions about Cooperating Technical Partners and the Map Modernization processes. 

  • Responsible for conducting Pre-Contract, Intermediate, and Final Coordinating meetings when the state contractor is used to prepare studies.

Qualifications



Required Qualifications:

A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field  AND  Two (2) of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. 

OR 

A Bachelor's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field  AND  Four (4) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. 

OR 

One year of experience as an Environmental Planner 2, provided a degree as described above has been obtained.

Examples of professional experience can include:
1) Recommending policies, procedures, and standards of adequacy for planning by the agency, by other state agencies, by consultants, and by others performing planning activities over which the agency has supervisory responsibilities.
2) Coordinating the administration of contracted planning and other related contract professional services.
3) Conducting technical liaison with principal planning personnel in other state agencies and with directors of regional, local, and federal planning agencies.
4) Scheduling the work of professional staff in carrying out the resource planning and program responsibilities of the agency as a project leader.
5) Determining eligibility of consultants to perform work for the agency and recommends the selection of those found qualified for state planning services.
6) Coordinating the preparation of plans, reports, documents, administrative regulations, and other informational material designed to encourage and implement the planning objectives of the agency, and to provide information to technicians, planners, government officials, and the public.
7) Providing management and oversight of planning grants to local governments, other state agencies, and other organizations.
8) Assisting in the development of a recommended legislative program.
9) Consulting with federal, state, and local governmental officials on administrative policy in rendering technical and financial planning assistance.
10) Preparing resource management plans, and coordinates these functional components developed by state and federal agencies and by local governmental units.
11) Conducting meetings and field trips representing the agency in contacts with the public; local, state, and federal governments; civic and business groups; and other special interest groups.
 
Desired Qualifications:

A working knowledge of the Department of Ecology's grant and contract management system is desirable.

Special Requirements/Conditions of Employment:



  • Must possess a valid driver's license.

  • Be willing and able to occasionally work in excess of 40 hours per week and travel statewide.
