The Nuclear Waste Program (NWP) program is looking to fill a DST Systems Regulatory Lead (Environmental Specialist 4) position. This position will be located in our Richland Field Office (RFO) in Richland, WA

The DST Systems Regulatory Lead position will develop the unit permit for the Double Shell Tank (DST) systems, overseeing the permit development, administrative record information and responding to public comments.  After the permit is finalized, this position will maintain any permit modifications and oversee compliance issues.

We are looking for applicants who bring regulatory experience to oversight of a highly complex engineering system.  Applicants need the ability to quickly assess a situation and make a decision and the ability to communicate with a diverse audience.

Duties


Agency Mission:  Ecology's mission is to protect, preserve and enhance Washington's environment and to promote the wise management of our air, land and water for the benefit of current and future generations. 
 
Program Mission: The Nuclear Waste Program's (NWP) mission is to lead the effective and efficient cleanup of the U.S. Department of Energy's Hanford Site, ensure sound management of mixed hazardous wastes in Washington, and protect the state's air, water, and land at and adjacent to the Hanford site.

The DST Systems Regulatory Lead position will oversee and participate in the team determining appropriate permit conditions for operations, maintenance, inspections, and closure requirements.  Some of the key activities of this position are:



  • Serves as the subject matter expert and team lead for the NWP staff performing reviews of the Hanford double-shelled tanks (DST) unit permit applications, development, issuance, and management of the final unit permit.  

  • Oversees compliance with DST unit permit requirements.

  • Negotiates cleanup and permit conditions with DOE and its contractor staff developing final decision documents for issuance by Ecology.

  • Coordinates work with the single-shelled tank (SST) Permit Lead and the 242-A Evaporator Permit Lead to assure integration of the DST with the SSTs and 242-A Evaporator permits.


This position will oversee and participate in the team determining appropriate permit conditions for operations, maintenance, inspections, and closure requirements. 

This position is challenging work that involves many aspects of facility permits, including systems to store and treat high-level radioactive mixed waste and very old existing facilities.

The NWP offers flexible hours.

The successful candidate must have experience with RCRA regulations and be willing to deal with a challenging customer. You would be working with a small but very experienced team that works on the DSTs and their permit.

This position will remain open until filled. The initial screening will be on February 14, 2019. Required Qualifications:

A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND five years of professional-level experience in environmental analysis. 
  
OR
 
A Master's degree in one of the above fields and three years of professional- level experience
 
OR
 
A Ph.D. in one of the above fields and two years of professional-level experience. 
 
NOTE: This position requires 2 years' experience writing or performing independent review of RCRA permit applications and permits.


Desired Qualifications:

Experience with permits submitted under WAC 173-303, Dangerous Waste Regulations.
Knowledge of principles, practices and methods of environmental remediation; the application of emerging technologies to existing methods and of techniques of environmental sampling, testing, data gathering, basic research and field investigations; applicable state, federal and local environmental regulations and policies; multimedia environmental principles and practices.  Demonstrated knowledge of principles and practices of environmental regulations and guidance related to the permitting and oversight of solid and liquid waste management facilities and cleanup sites, and laws and regulations governing environmental issues.
 
Ability to provide technical direction to professional staff for complex or controversial studies or projects; provide final review for technical reports, permit evaluations and conclusions reached by professional staff; work effectively with other government officials, the regulated community and other clientele groups on complex or controversial environmental issues or problems.
 
Special Requirements / Conditions of Employment:

  • Must be able to obtain a Hanford site access badge.

  • Must possess and maintain and valid driver's license.

  • Must be able to work safely in environments where potential exposure to industrial dangerous waste chemicals, dust and noise levels, and low levels of radioactivity might occur.

  • Must be able to wear safety clothing and equipment, up to and including Level C, as defined in the OSHA 40 hour Hazardous Waste Training requirements.

  • Must be able to complete HAZWOPER training and Ecology field safety training within one (1) year of employment.

  • Must complete DOE Radiation Worker 1 work training prior to any field oversight or inspections of radiation controlled areas such as the DST tank farms.

  • Must participate in radiation dosimetry program, including wearing personal dosimetry.
