The State of Washington Office of Cyber Security (OCS) is led by the state Chief Information Security Officer (CISO) and is located within Washington Technology Services (WaTech). OCS's vision is to foster a culture of risk-based information security awareness within government and throughout the state.  OCS is home to numerous teams focused on identifying, assessing, and mitigating information security risks:

  • Security Operations Center (SOC)

  • Computer Emergency Readiness Team (CERT)

  • Security Design Review (SDR)

  • Policy

  • Awareness and Education

  • Information Sharing and Analysis Center

  • Communications

  • Data Analytics and Visualization


 
OCS CERT
Whether leading incident response, performing CyberSecurity evaluations, executing phishing awareness campaigns, moderating tabletop exercises, or presenting CyberSecurity training, it's rare for there to be a dull day as an OCS CERT Analyst. CERT members know first and foremost, they are the state of Washington's CyberSecurity first responders and incident response subject matter experts. The CERT provides direct support to the state of Washington's agencies and indirect support to local governments, counties, cities, colleges, and universities. Working in the CERT is a challenging and rewarding experience that will expose you to diverse and novel scenarios requiring you to remain current on the latest offensive and defensive tools, tactics, and procedures.  Here's an overview of what the CERT's responsible for:


Incident Response

  • Full on-site incident response service

  • Customizable response levels from deploying on-site and running the entire incident command to performing only a portion of the specialized work (example: malware analysis)

  • Trained and certified in:

    • Incident response

    • Cyber terrorism response

    • Forensic examination

    • Ethical hacking





Security Evaluations

  • Discovery

  • Vulnerability

  • Web Application

  • Database

  • CIS Benchmarks



Red Team Evaluation

  • Threat Emulation (emulate dozens of threat actors)

  • Full Scope Engagements (social engineering, clientside & serverside, blackbox & crystalbox)


 
On-Demand

  • Phishing Awareness and Assessment Service

  • Tabletop Exercise


 
Required:

  • Five (5) years or more of recent experience with security technologies such as Firewall, Proxies, Intrusion Detection, Denial of Service mitigation, Vulnerability Management.

  • Four (4) years' experience in troubleshooting network or security incidents at an advanced level (minimum of second tier support).

  • Three (3) years' experience in log analysis, packet capture, digital forensics, reverse malware engineering, or similar CyberSecurity incident analysis.

  • Three (3) years' experience responding to CyberSecurity incidents

  • Broad knowledge of security tools, trends, technology vulnerabilities, security threats, tactics for attack, security best practices, etc.

  • Experience resolving a wide range of difficult and complex security problems and implementation of strategies to ensure compliance with IT Security Policy and Standards.

  • Team oriented with excellent interpersonal and communication skills.

  • Demonstrated self-starter with ability to meet deadlines while managing multiple priorities.

  • Experience implementing NIST SP 800-53



Desired:

  • Four (4) year undergraduate degree in computer science or related degree

  • Four (4) years of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, analyzing, designing, or programming computer systems applications or databases

  • Scripting language experience (PowerShell, Python, .NET)

  • Certifications: SANS GXPN/GPEN/GWAPT, C|EH, CISSP, Digital Forensics

  • Familiarity with: NIST Cybersecurity Framework, CIS Top 20 Critical Security Controls, OWASP, ATT&CK Framework, PTES

  • Experience performing the following security evaluations: Cloud, On-Premise, Web Application , Compliance, Exfiltration, Mobile Application

  • Comfortable in presenting topics to a technical and/or managerial audience.

  • Strong writing capabilities

  • Experience using Kali Linux and Metasploit

  • Information security experience with protected or regulated information (example: PII, PHI, CJI, FTI, etc.)

  • Experience as a SOC Analyst

  • Experience working in state government
