BizTalk System Administrator 
Journey – IT System Administration

About the Division:
The Justice Information Network Data Exchange (JINDEX) Support Team is responsible for maintenance and operations of the Microsoft BizTalk Platform. This team ensures electronic traffic citations and collision tickets are exchanged with eTrip partner agencies (WSP, DOT, DOL, & AOC) and back to the Local Law Enforcement Agency, which created the ticket.

The JINDEX is a message brokering service created by the Washington Integrated Justice Information Board (WIJIB) that provides the means by which Justice related agencies in the state share key information and business processes. The WIJIB has established the JINDEX will be the foundation for justice information sharing projects within the State enterprise and will be designed to serve the diverse justice requirements of state & local government entities as well as appropriate federal and quasi-governmental entities operating in the State of Washington.
 
What would you be doing in this role? 
This position serves as the highest-level technical expert providing system administration and Enterprise Application Integration (EAI) services for the Microsoft BizTalk platform in support of the mission critical Justice Information Network Data Exchange (JINDEX) application. Additionally, this position contributes to the mission by providing exceptional customer service, identifying opportunities to reduce the cost of the services we provide, and improving the processes used in CSD.

  • Identifies and researches future systems technology and serves as subject matter expert on Microsoft BizTalk platform

  • Ensures Windows and BizTalk patches are applied appropriately.

  • Design and implements solutions and refines procedures as appropriate

  • Manages the process for onboarding new Law Enforcement Agencies into the eTrip/JINDEX systems

  • Evaluate software, troubleshoot problems, and provide technical expertise for optimal performance of equipment

  • Provides technical consultation on current and proposed platform based solutions

  • Develops proposals and work estimates for changes to application functions or processes

  • Understands and implements Microsoft best practices

  • Leads technical assessments with partner agencies in identifying business requirements; ensures delivered solutions meet performance expectations

  • Develops and maintains purpose-based documentation, which can range from high-level diagrams to highly technical, detailed system schematics & troubleshooting guides.

  • Develops and maintains build documentation for application installation and configuration.



Here is what we are looking for:

  • Hands-on experience in administrating, troubleshooting, analyzing, designing, programming, or integrating (EAI) computer systems or databases in support of a Microsoft Windows client/server environment will substitute for education based on one (1) year of experience for two (2) years of education.

  • A Bachelor's Degree in information technology or related program and Five (5) years of hands-on experience in administrating, troubleshooting, analyzing, designing, programming, or integrating (EAI) computer systems or databases in support of a client/server Windows environment.

  • OR an Associate's Degree or completion of an accredited vocational training program in information technology program and Six (6) years of hands-on experience in administrating, troubleshooting, analyzing, designing, programming, or integrating (EAI) computer systems or databases in support of a client/server Windows environment.

  • A Master's Degree will substitute for one (1) year of the required experience

  • Three (3) years of experience working with and managing Microsoft BizTalk environments or similar experience with web services (WSDL/SOAP).

  • One (1) year demonstrated proficiency in automating routine and complex tasks using scripting or programming (ideally PowerShell)

  • Demonstrated ability troubleshooting of system and network integration, applications, databases, web servers, and other complex systems.
     


An ideal candidate may also have these desired qualifications:
Completed or is in the process of completing Microsoft Certified Systems Engineer certification
