The specialized Water Quality IT Unit within the Information Technology Services Office (ITSO) at our Headquarters building in Lacey, WA is currently looking to fill an Application Developer (IT Specialist 3) position.  Water Quality IT is a cross-functional team of 8 professionals who are dedicated to providing advanced software applications to support the agency's scientists, engineers, inspectors and policy makers.  We work extremely closely with our internal and external customers to rapidly respond to their business needs to ensure that the solutions we provide effectively contribute to Ecology achieving its mission.

This is a great opportunity for both experienced programmers and a career path for less experienced through in-training plans that allow for growth and development within our agency. This position is focused on providing key maintenance and development support for environmental software programs which provide crucial gathering of data and reporting that moves the mission.

We are looking for candidates who possess strong communication skills, have proven computer application development skills, and have excellent collaboration skills.

The Information Technology Services Office (ITSO) provides a variety of services to individual users, IT professionals, business managers, and environmental programs. This position is located at our Headquarters in Lacey, WA, supporting our Water Quality Program
 

The Application Developer is responsible for providing application support by independently performing consultation, design, programming, maintenance, quality assurance, trouble-shooting and enhancement activities of complex information systems.

In this role, you will work in a supportive and professional environment with fantastic people who are passionate about the environment and focused on continual improvement and learning.  You will contribute to diverse projects, working with varying customers using the latest Microsoft development stack and agile methodologies to tackle some of today's most challenging and exciting IT fields, such as Big Data, mobile field data collection, data quality assurance, data discovery and search, and integration of disparate data and analytics to create business intelligence. 

This position supports the agency mission of protecting Washington's environment by effectively developing, implementing, and maintaining systems that support protection, restoration, and measurement of environmental conditions.

Job duties include:



  • As a key member in the Water Quality Program IT Unit, and in support of the lead developers, independently design, develop, maintain, and enhance applications for the Water Quality Program. Use journey-level skills and experience to provide independent consultation for small to medium-scale projects that involve new technology, technical and organizational complexity, and integration of information systems and data.

  • Provides assistance in programming medium to large scale web-server-based database applications and/or systems analysis tasks in the construction of complex applications using the following technology: C# programming language, Active Server Pages.NET (ASP.Net), HTML5, XML, Javascript, Team Foundation Server and Microsoft SQL Server.

  • Assists the senior WQ IT specialists in managing various program and agency-wide databases.

  • Independently gather end-user requirements and design computer systems to best meet business needs.

  • Keeps knowledge up to date with current technologies.

  • This position works alone on small-to-medium size applications, or in collaboration with a team of senior and/or expert level developers on larger applications.



 

To broaden the candidate pool, we will consider candidates that qualify at the IT Specialist 1, 2, and 3 levels. 



 

 


Qualifications


 




The goal class for this position is an IT Specialist 3 (ITS 3). We will consider applicants who meet the requirements for the ITS 1, 2, and 3 levels. If the finalist meets the requirements for either the ITS 1 or the ITS 2 levels they will be hired in at those levels and will be placed into a training program to become an ITS 3 within a specified period of time.


Required Qualifications


As an IT Specialist 1: (Salary range: $3436.00 - $4506.00)

An Associate's degree or higher in Computer Science, Information Technology or related field

OR

Completion of a two (2) year accredited vocational training program in information technology or related field

OR

Two years of recent professional experience in computer application development and maintenance. Experience includes but not limited to independently analyzing, designing, implementing, maintaining and programming computer software applications.



As an IT Specialist 2: (Salary range: $3985.00 - $5229.00)

An Associate's degree or higher in Computer Science, Information Technology, or related field OR completion of a two (2) year accredited vocational training program in information technology or related field AND one year recent professional experience in computer application development and maintenance.

A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above

OR

Three years recent professional experience in computer application development and maintenance.  Experience includes but not limited to analyzing, designing, implementing, maintaining and programming computer software applications.



As an IT Specialist 3: (Salary range: $4399.00- $5770.00)

An Associate's degree or higher in Computer Science, Information Technology, or related field OR completion of a two (2) year accredited vocational training program in information technology or related program AND two years of recent professional experience in computer application development and maintenance.

A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above except one year of the required experience.

OR

Four years recent professional experience in computer application development and maintenance. Experience includes but not limited to analyzing, designing, implementing, maintaining and/or programming computer software applications.


Desired Qualifications


As an IT Specialist 1: (Salary range: $3436.00 - $4506.00)



  • Experience with Microsoft programming languages and Microsoft SQL Server

  • Familiarity with commonly accepted IT industry standards and best practices

  • Demonstrated initiative to improve skills through training and/or other learning opportunities

  • Working understanding of Oriented Program Concepts and IT project life cycle




As an IT Specialist 2: (Salary range: $3985.00 - $5229.00)



  • A Bachelor's degree in Information Technology or Computer Science

  • Experience in consulting, design, programming, maintenance and/or support work for moderate risk software applications and databases

  • Experience with Microsoft programming languages and Microsoft SQL Server

  • Familiarity with commonly accepted IT industry standards and best practices

  • Demonstrated initiative to improve skills through training and/or other learning opportunities

  • Working understanding of Oriented Program Concepts and IT project lif cycle




As an IT Specialist 3: (Salary range: $4399.00- $5770.00)
 



  • A Bachelor's degree with focus on programming/software development

  • Four years of professional information technology experience programming web-based software applications using Microsoft development technologies such as C#/ASP.Net, MVC, SQL Server, and HTML5/Javascript for mobile applications

  • Professional experience transferring end-user requirements into technology solutions centered primarily on Microsoft technologies
