The WaTech Finance team is looking for an innovative Accounting Manager to lead, mentor, and coach staff responsible for the entire agency's accounts payable, accounts receivable, payroll, general ledger accounting, and asset management functions. 
As a member of the finance leadership team, you are part of a professional accounting team who is instrumental in implementing the agency's new vision as a trusted leader and technology partner by providing timely, accurate, clear, and complete information to customers inside and outside of WaTech.  You will be working with many people throughout the division and the agency and will be encouraged to think about efficiencies and to try new things!

What would you be doing in this role? 
The Accounting Manager provides leadership and strategic planning to the management of the agency regarding governmental and proprietary accounting.  This position is responsible for the direct supervision of five accounting staff ranging from fiscal technician to fiscal analyst five.  The manager is responsible for providing professional guidance and consultation to the Chief Financial Officer (CFO) as well as the rest of the agency in matters relating to agency accounting policy, State Administrative and Accounting Manual (SAAM) policies and, Generally Accepted Accounting Policies (GAAP).  This position is responsible to ensure that the agency's financial practices are consistent with these various policies.

The Accounting Manager is the agency's primary point of contact with OFM Statewide Accounting (SWA).  This includes collaborating with OFM SWA on the Statewide Cost Allocation Plan and administering the agency's proprietary funds.  This position is also the primary point of contact with the federal government's Division of Cost Allocation.

The manager is responsible for establishing and maintaining the agency's revenue and expenditure structure with the billing systems and the state's Agency Financial Reporting System (AFRS).  The position uses analytical expertise in governmental budgeting and proprietary accounting to establish the agency-wide discipline of accountability for funds spent, revenue earned, and assets managed.

Budget and accounting oversight and leadership is critical to the success of the agency and to the provision of utility IT services to state, local, and non-profit customers. Because WaTech is a proprietary agency and supports itself through fee-for- service and statewide allocation via the Central Service Model, the appropriateness and accuracy of budgetary and accounting actions related to costs and revenue is fundamental to the operation of the agency.

Here's what we are looking for:

  • Bachelor's degree. Equivalent professional experience can substitute for educational requirement.

  • Capability with information systems such as AFRS, Enterprise Reporting, Apptio, or demonstrable skills in similar systems.

  • Demonstrable history of professional initiative and in working collaboratively with colleagues and external stakeholders.

An ideal candidate may also have these desired qualifications:

  • CPA, MPA, or, MBA with a focus on accounting
